振翼與正義諧音，即賴和所謂「勇士常為義鬥爭」。以賴和精神期許彰化議會能為了公平自由直言仗義。

創作物形象選擇彰化縣的縣鳥鵟鷹。一大一小的鵟鷹，表示議會照顧下一代，讓我們的孩子有更好的生活，彰顯照顧弱勢為義發聲的精神。創作物外型應用航空母艦的元素將其轉化為孩童們喜歡的機器人造型。讓正處於理念塑造期且對事物想像旺盛的小孩子，願意直接親近公共藝術品，並透過父母之口，傳承理念的價值。

The chinese title (振翼, “*Zhen Yi* ”) echoes the pronunciation of “justice” (正義), evoking the words of Taiwanese writer Loa Ho: “The brave will always fight for justice.” Inspired by Loa Ho’s spirit, the work expresses the hope that the Changhua County Council will speak out for fairness and freedom and stand firmly for justice.

The work takes the Grey-faced Buzzard (*Butastur indicus*), Changhua County’s official bird, as its central image. The larger and smaller birds symbolize the council’s responsibility to care for the next generation and create a better future for children, while embodying the spirit of protecting the vulnerable and speaking up for justice. Its form incorporates elements of an aircraft carrier, transformed into a robot-like figure that appeals to children. By inviting young viewers—whose values are still taking shape and whose imaginations are especially active—to engage directly with the artwork, it encourages conversations between parents and children through which the values of fairness, freedom, and justice can be passed on.

創作緣起：

生活在市場經濟高度發展的社會中，我們習慣衡量各種事物的價值，替它們標上一個價格，並做出取捨。比如：交通的方式、居住的位置、食物的品質、交往的對象、自己的生活。

而理念是這些價值判斷中，比較特異的一種。事物價值的判斷往往受主流文化影響，差異有限，但是對某部份人而言是無價值之物的理念，對某部份人卻是無價之物。理念有時引領人類進步，有時也可能帶來令人不忍卒睹的災難，可能促成戲劇性的轉折，或者僅僅製造美麗的誤解。

此作品的基地位於彰化市議會前方，彰化在1885 年之前，長期為台灣中部重要城市，歷史上孕育出眾多文人，包括在台灣文學史上具有重要地位的賴和，賴和一生持續透過文學與行動抗議殖民統治下的不公義，賴和紀念館大廳牆面所呈現的詩句「勇士當為義鬥爭」，正體現了他堅持公平與正義的信念。

又由於基地臨近彰化文學步道，本作品以賴和的詩句與精神出發，將其轉化為當代公共藝術的語言。在人們普遍缺乏政治熱情的現在，重塑民眾的政治意志，賦予理念價值，並重新定性代議士之職當「直言仗義」、「為義鬥爭」。
